Chichester Board of Selectmen
Minutes of Meeting
Tuesday, April 21, 2015

Members Present:  Chairman Richard DeBold, Michael Paveglio, Jeff Jordan, Town Administrator Jodi Pinard

Others Present: Kevin Gagne, Lucile Noel, Bill Briggs, Donna Chagnon, Ann Davis, Maryann Powers
Call to Order:  Mr. DeBold called the meeting to order at 6:30pm

Appointments:

Kevin Gagne – Snowmobile Club
Mr. Gagne stated that annually we come before the Board for permission to use Town property and Class VI Range Roads. I believe the road that we use is Short Falls Road, the trail on Main Street and onto the Shaw Field. We have met with the Conservation Commission regarding the trail in the Town Forest. We discussed rerouting the trail away from some wet areas. There is an issue with the logging where they left large stumps.  In order to reroute the trail we would need to get in there with a small excavator and some other small equipment. We usually apply for a grant from DRED and receive $4,000 to $5,000 for upgrades to the trails. We would use that money to complete these upgrades.

Shaw Field
Mr. Briggs stated that he has some questions. He wanted to know where the 25ft strip of land is for the snowmobiles since it looks like they are all over the place. There were some concerns regarding the bales of hay and we were asked if someone could paint them. We said that was not a problem. There was also some concerns about stacking manure on the field. This builds nitrates for the soil.

Mr. Jordan asked if Mr. Briggs could stock pile it on the left side.

Mr. Briggs stated that is fine and we’ll do that.

The Board of Selectmen wanted Mr. Briggs to know the field looks really nice.

Planning Board Members for reappointment
Kevin Mara stated that I submitted a letter for re-appointment in February and I had not heard anything.

Mr. Paveglio stated that the reason for the delay is due to the interest from other residents.

Mr. Mara stated that I think we have a decent Board.  I understand that with my business, my schedule changes and sometimes I am unable to make all of the meetings. But I feel I am a contributing member of the Board. Being a member of the business area I feel I bring that aspect to the Board as well.

Mr. Paveglio stated there are two things with bad perceptions out there one was with the chicken farmer that came before the Board some time back.

Mr. Mara stated that I should have controlled the meeting better than I did. The audience started to talk and make comments as well as the Board itself. I had contacted the attorney about this project as I had questions. I also just feel it was poorly controlled. The applicant also was not on the agenda which I think may have added to the confusion.

Mr. Paveglio stated that we have had zoning changes proposed but not passed and my perception is the Board as a whole may not be on the same page.

Mr. Mara stated that we would like to change the soil types that the Town uses. Chichester is one of two towns that still use this type of zoning. We would like the commercial zone on Route 4 and Route 28 to change as well. We have properties that are in multiple zones which adds confusion for developers.

Richard Moore stated that I think there is faction that believes signs are a bad thing. I think we have tried to explain it in many different ways to help people understand. I think we are just going to have to wait some number of years and go back to it. We should be spending time on the zoning ordinances and ensure it reflects the Master Plan. Once the zoning ordinances reflect what the Town would like to see we can move forward. I believe that the Planning Board has to spend time on developing zoning ordinances and make a priority list of what needs to be accomplished. We are trying to update the Master Plan in sections so that it is not so overwhelming. I think Kevin is more critical of the meeting flow with regards to the chicken farmer than I was. I think it was a good lively discussion. There were loud voices but not shouting voices. I believe that it should be known upfront what the perception will be in the Town prior to a developer spending a lot of money.

Mr. Moore stated that I like a diverse group and it has to be a group that talk about the issues at hand.

General Business/Board Discussion:
Draft Policy for Preservation Easements:
A motion was made by Mr. DeBold and seconded by Mr. Paveglio to adopt the policy on the Preservation Easements. Motion Passes

Bailey Road - No Parking Signs
Consensus of the Board of Selectmen was to leave three No Parking signs on the right side and two on the left side when traveling on Bailey Road from Route 4.

BCEP Appointments
A motion was made by Mr. Paveglio and seconded by Mr. Jordan to appoint Richard Debold as Selectmen Representative to BCEP until March 31, 2016. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to appoint Richard Millette as Budget Committee representative to BCEP until March 31, 2016. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to appoint Norman Larochelle as Alternate Representative to BCEP until March 31, 2016. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to appoint Dennis Call as Citizen Representative to BCEP until March 31, 2017. Motion Passes


Non-Public Session 91-A:3 II (a) The dismissal, promotion, or compensation of any public employee

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to enter into non-public session under RSA 91-A:3 II (a). DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes.

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to exit non-public session DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to seal the minutes indefinitely. DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to enter into non-public session under RSA 91-A:3 II (e). DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes.
